Balfour Beatty Communities to Enhance Military Housing Connectivity with New Fiber Optic Network

Balfour Beatty Communities (BBC), a leading national residential real estate investment and management company, is in the process of engaging with multiple fiber optic network providers to introduce cutting-edge broadband fiber optic capabilities to its privatized military housing portfolio, starting with an initial rollout of 10,000 homes at six U.S. Army bases. This strategic upgrade is expected to significantly enhance connectivity and deliver improved digital services to military families residing in housing on base.

"We are excited to bring a more reliable, robust and secure internet network to our communities for the direct benefit of our residents."

This fiber-to-the-home (FTTH) deployment will deliver the high-speed connectivity that has become critical for everything from schoolwork and videoconferencing to telemedicine, paying bills and watching TV. BBC currently is in various phases of development with third party providers to implement FTTH projects in its military housing communities at Fort Eisenhower (GA), Fort Bliss (TX), Fort Jackson (SC), Fort Stewart (GA), Fort Leonard Wood (MO), and Fort Carson (CO), with plans to continue expanding access across the balance of its military housing portfolio.

“Fort Jackson prioritizes the quality of life for Soldiers assigned to the installation. Fiber technology has been standard in residential areas since the early 2000s, which is not the case on all Army installations including Fort Jackson. Army families would benefit greatly from a much-needed upgrade to fiber optic connectivity. Not only will this improve connectivity performance in every home, it also future-proofs our partner-managed homes, increasing the overall value. Our mission units rely on a dependable fiber network to serve every mission on Fort Jackson, our housing area is overdue for this needed update,” stated Fort Jackson Army Housing Office.

Balfour Beatty Communities Marks Start of Housing Development Construction at Fort Carson

Fort Carson, Col. --- August 7, 2024 --- Balfour Beatty Communities in partnership with the United States Army, celebrated the launch of new military family housing construction at Fort Carson, CO. The ceremony, held on August 5, 2024, at the Arapahoe Village neighborhood construction site within, Fort Carson Family Homes, marked the commencement of the first phase in an anticipated multi-phased project looking to bring more than 200 new homes on the base.

This initial phase will deliver 56 new 3- and 4-bedroom townhome units, including an accessible unit designed for persons with disabilities. This development aims to provide high-quality, modern living spaces that cater to the needs of military families stationed at Fort Carson. Features will include garages, an open-concept floor plan, plank flooring, energy-efficient appliances, and EV charging infrastructure.

"This project represents a critical investment in the quality of life for our service members and their families," said Col. Sean M. Brown, former Garrison Commander, Fort Carson. "We are excited to see these new homes come to fruition and are grateful for the partnership in making this vision a reality."

"With demolition, site, and utility work behind us, we are thrilled to see these new homes starting to take shape at Fort Carson. Construction of the first phase of homes is underway, with completion anticipated in September 2025.

MALVERN, PA --- July 19, 2024 --- Balfour Beatty Communities Foundation, proudly announces the recipients of its annual scholarship program. This year, Balfour Beatty Communities awarded scholarships totaling over $119,000 to exceptional individuals across its military housing, multifamily housing, and student housing portfolios. These scholarships aim to empower recipients in their pursuit of higher education and community leadership.

“We are thrilled to grant these scholarships,” said Leslie Cohn, a Board Member of the Balfour Beatty Communities Foundation. “Empowering individuals to pursue their educational dreams not only enriches their lives but also strengthens our communities. Through this program, we continue our steadfast commitment to fostering growth, leadership, and academic excellence among our residents.”

“I am deeply honored and excited to receive this scholarship. This generous support will enable me to complete my degree in Computer Science, paving the way for me to pursue my passion and contribute to the field,” said Jose Gonzalez, scholarship recipient and resident at NAVSTA Newport Homes.

“I am deeply honored and immensely grateful to be a recipient of this scholarship. My educational journey would not be possible without the generous support of programs like this. This scholarship affords me the opportunity to pursue my master's degree, enabling me to fulfill my aspiration of contributing to the medical field as an engineer specializing in surgical robotics,” said Annie Benson, scholarship recipient and resident at The Broadview at Vanderbilt.

This marks the 17th consecutive year of the Balfour Beatty Communities Foundation scholarship program. Since its establishment in 2007, the foundation has disbursed more than $1.7 million in scholarships to deserving individuals residing in military, multifamily, and student housing communities under Balfour Beatty Communities' management. MALVERN, PA --- July 10, 2024 ---Balfour Beatty Communities (BBC), a national residential real estate investment and management company, today announced it has named Starla Miller as senior vice president, military housing operations, and Alison Birney as senior vice president, military housing facilities management.

“As we execute our strategic plans and look to the future of military housing, we’re putting key leaders and capabilities in place to sustain innovation and growth over the long term,” said Chuck Parker, EVP, military housing. “The dedicated, hands-on leadership Starla and Alison bring to their respective roles will play a critical role in supporting the organization as we continue to advance our We Care and compliance culture with employees, partners, and residents.”

As senior vice president, military housing operations, Starla has full oversight of Balfour Beatty Communities ’ military housing property management operations, including resident relations, asset performance and leasing activities. Under Starla’s leadership, the teams will continue to drive operational excellence underpinned by compliance and exceptional customer service. Additionally, Starla will focus on further strengthening relationships with Balfour Beatty’s military partners at the local, regional and national levels.

A 17-year veteran of the military housing sector, Starla has held various increasingly responsible roles in community management since joining Balfour Beatty in 2011. During that time, she has led large, complex business areas and initiatives for the company, most recently serving as vice president, Navy housing operations.

As senior vice president, military housing facilities management, Alison Birney leads the facilities management function for Balfour Beatty Communities’ military housing portfolio. Working collaboratively with Starla and the Operations team, Alison will further develop the company’s facilities management strategy to ensure it delivers effective, timely maintenance support to property operations. Alison will also work to evolve and modernize facilities management operations, including identifying new technology and partnerships that will enhance the resident experience.

With a 28-year career in multifamily facilities and operations management, including 13 years in the military housing sector, Alison’s results-oriented approach and employee-centric leadership have played a pivotal role in driving performance. Throughout her tenure at Balfour Beatty, Alison has played a critical role in shaping and leading transformation initiatives, most recently serving as vice president, Air Force and Navy facilities management operations.

MALVERN, PA --- June 26, 2024 --- Balfour Beatty Communities (BBC), a national residential real estate investment and management company, has received national honors across all its property management service portfolios based on an independent satisfaction survey conducted by SatisFacts, the leading provider of resident surveys. The company received the National Company Award and National Community Award across properties in the military housing, multifamily, and student housing portfolios which, in total, represents close to 50,000 units.

“We are honored to achieve such high scores in the 2023 SatisFacts Survey. This is a testament to the unwavering dedication of our team and our commitment to fostering a culture where resident satisfaction is vital and reflects our ‘We Care’ values,” said Chris Williams, Balfour Beatty Communities president. “While this survey is one valuable tool for us to gauge resident sentiment and collect insights, it’s just one piece of the puzzle in our ongoing efforts for continuous improvement.”

The SatisFacts surveys measure resident experiences from move-in to move-out and include scores on their interaction with office and maintenance staff on a five-point scale. These scores allow Balfour Beatty Communities to benchmark resident satisfaction against other residential management companies and to enhance resident satisfaction, retention, and overall community performance.

This year, Balfour Beatty Communities received over 28,000 SatisFacts survey responses from its military housing residents, ranking in the top percentile for both move-in and work order performance. These outstanding scores led to the company receiving the National Company Award for overall military housing services, with 55 of the military housing properties earning National Community Awards.

Similarly, Balfour Beatty Communities received high scores across its multifamily and student housing portfolio, with over 2,700 survey responses and an overall average score of 4.48, resulting in 11 properties winning the National Community Awards. Aspire at West Campus was recognized as the 2023 Annual Award winner with an average score of 4.29, further highlighting Balfour Beatty Communities’ commitment to excellence and resident satisfaction.
