MEET THE TEAM

David Berman is the Chief Compliance Officer for Balfour Beatty Communities. He is responsible for driving operational and regulatory compliance programs across the business and leading initiatives designed to reinforce and further embed ethics and compliance within the organization.

Mr. Berman’s 20 years of experience as a compliance and investigations professional includes extensive work designing and managing ethics and compliance programs, as well as representing corporations and individuals in internal and government investigations. He holds a Bachelor of Arts degree from Amherst College and a Juris Doctorate degree from New York University Law School.

Alison Birney is Senior Vice President of Facilities Management for Balfour Beatty Communities with responsibility for the successful delivery of facilities management services across our Military portfolio.

Alison has a 28-year career in facilities and operations management with a focus in military housing for the past 13 years. Holding positions in community management, regional management and most recently as VP of Facilities Management for the Air Force and Navy portfolios, her results-oriented approach and leadership have been instrumental in driving compliance and performance with our Facilities Management teams.

Alison holds the Accredited Residential Manager (ARM) designation.

Sarah Bitto serves as the Senior Vice President and Corporate Controller, responsible for oversight and management of the Company’s accounting and financial reporting processes and systems as well as the budgeting and forecasting process.

Sarah has been with the company for 16 years in a variety of increasingly responsible positions.

Linda Bradley is Senior Vice President of Operations and Chief Services Officer for Balfour Beatty Communities, responsible for developing and overseeing operational strategy, including operating systems and technologies, policies and procedures, field training, management reporting, vendor relations and other business support.

Ms. Bradley has been with company for more than two decades in a variety of increasingly responsible positions. She also serves as Treasurer for the Balfour Beatty Communities Foundation.

Albert J. Caputo, Jr. is Senior Vice President, Transformation for Balfour Beatty Communities responsible for overseeing improvements to the military housing portfolio ensuring integration of policies, procedures and process improvement across the business and embedding transformation outcomes into the company culture.

Mr. Caputo was previously the Director of Asset Management for CRC, a member of the Clark family of companies. Prior to Clark, he was a Senior Vice President at The Habitat Company responsible for development, property and asset management.

Leslie Cohn is Executive Vice President and General Counsel for the Balfour Beatty Investments division of Balfour Beatty plc (LSE: BBY). In this role, Ms. Cohn oversees the Legal function for the company’s Investments portfolio, with over $1 billion in projects spanning a variety of social and economic infrastructure sectors. This includes public-private partnerships; development, asset and property management services; and multifamily, military and student housing business segments. Ms. Cohn’s primary responsibilities include managing legal activity surrounding the company’s transactional matters, litigation, regulatory compliance, and corporate governance.

Previously, Ms. Cohn served as Senior Vice President and Associate General Counsel of GMH Communities Trust, a NYSE-traded real estate investment trust. Prior to that, she was a member of the Business and Finance group of Morgan, Lewis & Bockius LLP, where her practice focused on securities law, venture capital finance, mergers/acquisitions, and general corporate matters. Ms. Cohn received her Juris Doctor in 1998 from The University of Michigan Law School, and dual Bachelors of Arts degrees, with honors, from Emory University in 1995.

Lisa Dailey is Senior Vice President, Business Development & Multifamily Acquisitions for Balfour Beatty Communities, with primary responsibility for the identification, development and growth of new business opportunities in the multifamily sector. Ms. Dailey’s 25+ years of experience includes asset valuation and acquisition, financial modeling and underwriting, market strategies, due diligence, contract negotiation and partnership within the multifamily industry. Previous to her current role, she held the position of Executive Vice President at Incore Residential, and prior to that was Vice President of Business Development for Franklin Street Financial.

Ms. Dailey holds a current Florida Real Estate Broker’s License and serves on the University of Florida Real Estate School Advisory Board.

Michael Duffey, Vice President, Multifamily Operations, is responsible for overseeing the development and management of operations for Balfour Beatty Communities’ multifamily portfolio.

Mr. Duffey has 10+ years of experience in residential property management that includes operations, customer service, facility management, investment analysis and value-add programs. Prior to his current role, Michael served as Vice President, Portfolio Investments and Regional Property Manager for Balfour Beatty Communities where he oversaw both the operations and renovations programs for his portfolio. Prior to joining Balfour Beatty Communities, Michael held various operational positions at both Madison Apartment Group and Camden Property Trust.

Michael holds a B.B.A from Temple University in both Real Estate and Finance. He is also an active member of IREM where he holds an ARM designation.

Patrica Duggan is Senior Vice President of Operation Assurance for Balfour Beatty Communities, responsible for developing and overseeing operational assurance strategy, including operating systems and technologies, policies and procedures, risk management and contract management across Balfour Beatty Communities and Investments.

Ms. Duggan has over 30+ years’ experience in construction and operation services. She is well versed in all phases of design, construction, and operation of infrastructure projects across sectors including military, education, healthcare, custodial, and transportation. Ms. Duggan also holds professional qualifications in Building, Project Management and Purchasing and Supply.

Sean Kent is Senior Vice President of Construction and Renovation for Balfour Beatty Communities. He is responsible for leading the Construction and Renovation team in providing the highest quality housing construction and renovation services. Mr. Kent leads a professional group of construction managers, project managers and contract managers in the successful completion of projects on dozens of sites nationwide. From kitchens to home additions and from community centers to indoor pools, Mr. Kent’s team is well-staffed to succeed on any type of community construction project. Under his leadership, his team has grown from a medium-sized ‘home renovation’ company to a sophisticated, forward-thinking construction company with experienced professionals successfully executing residential construction projects from coast to coast.

Mr. Kent has over 30 years of experience in project management, construction management, facility maintenance, design-build construction, building systems implementation and automation systems installation. Mr. Kent’s previous experience includes positions as Director of Middle East Operations with Secure Global Engineering (Dubai, UAE); as Project Director for the Navy Region Northeast project with GMH Military Housing; and as Senior Project Manager for Royal Mail Distribution Center (Slough, UK) with Siemens Dematic.

Edward Lopes serves as Vice President and Project Director at Balfour Beatty Communities, overseeing development work across the Navy housing portfolio. Mr. Lopes focuses on the management of capital projects, asset preservation, and sustainability initiatives. He also serves as the main point of contact with the Navy Business Agreements Management Team for the portfolio’s ground leases and business documents. Mr. Lopes has more than 20 years of experience in the field, including roles in civil engineering, development and construction. He holds both an undergraduate degree in civil engineering and an MBA from the University of Rhode Island, and is a registered Professional Engineer in Rhode Island, Massachusetts, and Maine.

As Vice President, Military Operations, Matthew McGee is responsible for overseeing all phases of community operations for the Air Force portfolio, consisting of over 14,000 homes.

Mr. McGee has an extensive background in both military and conventional multifamily real estate. Prior to his current role, Mr. McGee was an Operations Director for Corvias Property Management.

Matthew is Certified Property Manager (CPM®), Accredited Residential Manager (ARM®) and Certified Defense Privatization Manager (CDPM®) Level III through the Institute of Real Estate Management (IREM). Matthew also previously served in the U.S. Army Reserves for 9 years.

Ty McPhillips is Vice President of Project Management for Balfour Beatty Communities, responsible for coordinating and executing development work across the company’s Air Force housing portfolio. Mr. McPhillips has more than 17 years of experience in the development and operational oversight of residential housing and infrastructure initiatives. He previously served in a similar Project Management position with GMH Military Housing.

Prior to his work in the residential sector, Mr. McPhillips honorably served for 20 years as an active-duty officer in the Army with assignments throughout the United States and overseas. His last assignment with the Army was the Garrison Commander for Carlisle Barracks, US Army War College, located in Pennsylvania.

Starla Miller, Senior Vice President, Military Operations for Balfour Beatty Communities, has executive leadership responsibility for the oversight of day-to-day property management and operations across the Military portfolio.

A dedicated MHPI property management professional with 17 years of experience, Starla joined BBC in 2011 as a Traveling Community Manager and steadily progressed into roles with increasing responsibility, most recently serving as VP Operations for the Navy portfolio. Starla also previously served as the Chair for the NAA Privatized Military Housing Committee.

Her extensive industry work includes active participation in the Institute of Real Estate Management (IREM) where she serves as a Board Member of their North Florida Chapter and maintains the Accredited Residential Manager (ARM®) designation. Ms. Miller is also a Certified Defense Privatization Manager (CDPM™).

Justin Mueller is Vice President of Technical Services for Balfour Beatty Communities will lead the continued development and implementation of our technical quality control processes. Justin will also manage relationships with our national vendors supporting facilities management, and work with the teams to update and improve our warehouses with a focus on inventory management and control.

Justin has been with BBC for more than 15 years, most recently serving as VP Facilities Management for the Army portfolio. His We Care mindset, infectious energy and resident-first approach will be critical to advancing our goals across the Facilities Management function.

Maureen Omrod, Senior Vice President of Marketing and Communications, is responsible for overseeing Balfour Beatty Communities' corporate marketing and communications functions.

Ms. Omrod has delivered strategic marketing and communications leadership in the residential housing industry for several years, and brings a resume of more than 20 years in marketing and communications operations with a background that includes extensive construction and government contracting industry expertise. She formerly served in a similar position for Day & Zimmermann, where she oversaw corporate marketing and communications for the global engineering, construction and defense contracting firm.

Charles E. (Chuck) Parker is Executive Vice President of Military Housing Operations for Balfour Beatty Communities, responsible for all community & facilities management for the company’s military housing program. Mr. Parker was honored as a 2023 National Defense Community Champion by the Association of Defense Communities.

Mr. Parker has more than 35 years of development and operational oversight of residential housing and social infrastructure P3 initiatives. Before joining BBC, he held positions as EVP of Business Development and President of public-private real estate organizations. Chuck served in the U.S. Army as an Army Captain and graduated from the U.S Military Academy at West Point.

John Phillips is Vice President of Ethics & Compliance for Balfour Beatty Investments in the US. In this role Mr. Phillips oversees and manages the continued implementation of Balfour Beatty’s Ethics & Compliance program – designed to prevent, detect, and appropriately respond to ethics and compliance risks to the business.

With over 10 years’ experience in ethics and compliance, Mr. Phillips has undertaken a number of strategic roles, including his most recent position as Director, Compliance & Ethics for T-Mobile, where he supervised and managed enterprise-wide compliance and ethics programs.

Michael Price is Executive Vice President, Residential Housing, with responsibility for the evaluation and coordination of multifamily acquisitions and ground-up development opportunities. He specializes in evaluating and structuring real estate transactions, as well as implementing strategies to optimize the Company’s real estate portfolio. Prior to his current role, Mr. Price worked in the Company's finance and asset management division, where he was a key member of the team managing projects to design, build, renovate, finance and operate military and student housing through partnerships with various entities.

Mr. Price has more than ten years of experience in the real estate industry with a focus in finance, asset management and property management, having held previous roles in the student housing division for GMH Communities Trust. Prior to that, Mr. Price was part of the financial and market analytics team at Jones Lang LaSalle.

Brandon Rhine is Vice President of Health & Safety for Balfour Beatty Investments, responsible for improving safety practices across the company with the ultimate goal of achieving Zero Harm. Dr. Rhine’s efforts include team member engagement and education, as well as the continuous development, planning and improvement of safe work practices.

Dr. Rhine previously worked internationally as a firefighter, paramedic and health and safety officer in locations such as LOGCAP 4 and 5 project sites in the Middle East, McMurdo Station in Antarctica, and on the Department of the Navy and Air Force Operations and Maintenance projects across Pacific atolls. His most recent work was leading health and safety programs for turn-key wind farms and commercial construction projects across North America.

Dr. Rhine has completed Department of Labor/Occupational Health and Safety Administration training programs and holds a Doctoral degree in Public Health.

Katie B. Richardson is Senior Vice President and Head of Asset Management at Balfour Beatty Investments, overseeing the asset management function across projects in military, multifamily and student portfolios. She leads a diverse team of experienced asset management professionals focused on optimizing asset value through the management of financial metrics, capital projects, and operational performance.

With more than twenty years of experience in the industry, Katie has held various roles at Balfour Beatty spanning both Project Finance and Corporate Accounting. She holds both a Bachelor of Science in Business Administration from Villanova University and a Master of Business Administration from The Wharton School.

Ken Sperry is Vice President, Environmental Management for Balfour Beatty Communities. In this role, Mr. Sperry oversees the environmental management and sustainability function for the company’s residential real estate portfolio. This includes public-private partnerships; development, asset, and property management services; and multifamily, military and student housing business segments. Mr. Sperry’s primary responsibilities include managing environmental and sustainability activities surrounding the company’s property management and development, litigation support, regulatory compliance, and corporate governance.

Mr. Sperry has a master’s degree in environmental engineering, as well as a bachelor’s degree in civil engineering and is a registered Professional Engineer.

Theresa Steele serves as Vice President of Project Management for Balfour Beatty Communities. In this role, she oversees development work across the company’s Army housing portfolio, including coordinating the financing, scheduling and execution of construction and renovation projects.

Ms. Steele has been with Balfour Beatty Communities for more than 16 years and has served in many integral roles for the company’s Military Housing portfolio throughout her tenure, including Finance Specialist, Community Manager, Regional Manager and Project Director.

Shawna Swanson, Vice President, Military Operations for Balfour Beatty Communities, has executive leadership responsibility for the delivery of property management services across the Army military housing portfolio comprising of over 18,000 homes.

With over 25 years of experience in residential property management, Ms. Swanson first joined the Company in 2010 as a community manager and has since served as a regional property manager and assistant vice president for the Army portfolio. Prior to her role at Balfour Beatty Communities, Shawna managed a portfolio of multifamily properties in the Midwest.

Joanne Taylor is Senior Vice President of Human Resources for Balfour Beatty Communities, spearheading strategic planning and execution of HR initiatives in support of the business needs and the company’s mission. Ms. Taylor has over two decades of HR experience, specifically in talent management, change management, and diversity and inclusion initiatives. Previously, she held roles as VP of HR and VP of Operations at Clear Employer Services, LLC (PEO).

Ms. Taylor holds a B.A. in Business Management from DeSales University, where she graduated Magna Cum Laude, as well as an MBA from Cedar Crest College.

Dreamer Thorn serves as the Vice President of Military Operations at Balfour Beatty Communities, where she oversees the day-to-day property management and operations across the Navy portfolio ensuring the efficient performance of Navy assets, including leasing activities, and fosters strong relationships with partners and residents.

With over 17 years of experience in Military Housing Privatization Initiative (MHPI), Dreamer brings a wealth of expertise in optimizing operations, enhancing efficiencies, and cultivating high-performing teams and partnerships. Her journey began in the Air Force portfolio, as a service center coordinator and progressed through roles of increasing responsibility with her most recent position as Regional Operations Director with BBC’s Army portfolio.

Dreamer holds the Accredited Residential Manager (ARM), Certified Defense Privatization Manager (CDPM), and Certified Apartment Manager (CAM) designations. Additionally, she proudly carries the legacy of her family's service, being the daughter of a retired Marine, which instills in her a deep understanding of military culture and values.

Christopher Williams is President of Balfour Beatty Communities. Mr. Williams is responsible for the company's strategic direction of its residential business, long-term development and oversight of investments, management and operations. Mr. Williams is also a member of the Balfour Beatty Investments divisional management team and serves as President of the Balfour Beatty Communities Foundation, a non-profit serving military service members and their families as well as residents residing in a Balfour Beatty Community.

Mr. Williams has spent more than two decades in the real estate industry with a diverse background in value add construction/renovation solutions, project development and financing, management and residential operations. Prior to his current role, Mr. Williams was responsible for military and student housing development services at GMH Communities Trust.

Christopher Yellen is Vice President of Learning, responsible for prescribing, designing, and delivering learning solutions, on-boarding programs, e-learning and distance training across the company’s portfolio of communities. His experience in building learning content that is aligned with the company’s business goals will help continue a growth mindset for the organization.

Mr. Yellen joined Balfour Beatty Communities after 24 years with Choice Hotels, where he collaborated with multiple business functions to train franchisees, owners, and contact center associates across their global family of brands.
